Ok, I'm not sure if this will help you or not, but it may give you something to work with.
414 pages worth of "The Reintroduction of Gray Wolves to Yellowstone National Park and Central Idaho". However, it was published in May of 1994. It details EVERYTHING; Purpose, Action, Environmental Impact, Alternatives to Reintroductions, Consequences, and Coordination.
This is the non-reprinted versions, meaning this is straight up solid science and research. No bias or anything like that.
I also have a 73 page document from the Federal Reserve dated April of 2003 outlining the "Final Rule To Reclassify and
Remove the Gray Wolf From the List of Endangered and Threatened Wildlife in Portions of the Conterminous United
States".
I also have a 32 page outline of the "Idaho Wolf Conservation and Management Plan" dated March 2002.
Lastly, I have an outline of laws regarding wolves over the past 100 years (1915-2000).
I can see if I can find similar, more up-to-date documentation as well based on these that I have already (The Federal Reserve, for example, likes to name all their stuff the same it would seem <.<...).
